Focal length is focal length. It does not change on an APS-C camera. The only difference between an EF lens and EF-S lens is that EF-S the image circle is smaller (less glass). If you put your 50mm on a 5D you get a field of view of 50mm. If you put the 50 on your XSi the focal length is still 50mm but with the 1.6x crop factor your effective field of view is 80mm.
